The Town of Abingdon shall be governed by a town council composed of five (5) councilmen, all of whom shall be qualified voters of the town, to be elected from the town at large. Any person qualified to vote in the town shall be eligible for the office of councilman. All powers of the town shall be vested in an elective council, hereinafter referred to as “the council” which shall enact local legislation, adopt budgets, determine policies, and appoint the town manager, who executes the laws and administer the government of the town.
