Gregory W. “Greg” Kelly serves as Abingdon’s current Town Manager.  His office is located on the 3rd floor of the Abingdon Municipal Building, more commonly referred to as “the Town Hall” at 133 West Main Street, immediately adjacent to the Barter Theatre.  The normal hours of operation are Monday through Friday from 8:30 a.m. to 5:00 p.m.  Mr. Kelly is served directly by a staff consisting of the Town Clerk/Executive Assistant, Cecile Rosenbaum and Administrative Assistant, Kim Kingsley.

Greg is a graduate of Emory and Henry College with a B.A. degree in Political Science and he also holds his Juris Doctor from George Mason University. Prior to being appointed Town Manager, he served as Abingdon’s Town Attorney for several years.  Greg is a graduate of Virginia Tech’s Graduate Certificate Program in Local Government Management, and he is currently pursuing his Master of Public Administration from Virginia Tech.

FORM OF GOVERNMENT

 

The Town of Abingdon operates under the Council/Manager form of government.  Under this structure, the Town Council adopts and enacts the policies and ordinances of the Town, which the Town Manager thereafter implements and enforces.  The Town Manager is appointed by the Council without regard to political beliefs, solely upon the basis of his executive and administrative qualifications.  Accordingly, he serves at all times as the administrative and executive head of the Town of Abingdon.  His specific duties are set out under Section 15.2-1541 of the Code of Virginia, 1950, as amended, The Town of Abingdon Charter and The Code of the Town of Abingdon, Section 2-126.

            On behalf of the Town Council and staff of the Town of Abingdon, welcome to Abingdon’s governmental services website.  I have served as Abingdon’s Town Manager since November 1, 2006, after having served as Abingdon’s Town Attorney for several years prior.  As a lifelong resident of Abingdon, I have tremendous pride in the overall success, reputation and appearance of our town.  I strive to ensure that all residents and visitors are treated with prompt, professional and courteous service by all of the Town’s staff.

 

            I would like to extend an open invitation to any of the Town’s residents and visitors to visit my office at any time to discuss any issue, good or bad, that you may have regarding Town services or to discuss anything in general.  Your comments are always welcome and helpful to me in identifying the Town’s strengths and weaknesses and thereby improving upon our overall level of services.  My mission as Town Manager is to enhance the quality of life in Abingdon by working openly and objectively with the community in a cooperative effort to promote our public safety and general welfare, as well as ensuring our overall prosperity.
