The Town Attorney, duly licensed by the Virginia State Bar, is appointed by the Town Council for an indefinite item. Responsibilities of the Town Attorney are as follows:
· To serve as the legal advisor to the Town Council, the Town Manager and all departments, boards, commissions and agencies of the Town, in all matters affecting the interests of the Town;
· To enforce and prosecute violations of the Town Code.
· To draft and review all contracts, agreements, licenses, permits, deeds, leases, easements, franchise, agreements and all ordinances and resolutions;
· To collect debts owed to the Town such as delinquent taxes, licenses fees, penalties, damages and all other delinquent accounts receivable.
While the Town Attorney routinely interacts and communicates with the general public concerning various Town issues, the Town Attorney cannot provide legal advice to private citizens and is not permitted to make referrals of citizens to private practitioners. Violations of Virginia law within the Town are prosecuted by the Office of the Commonwealth’s Attorney of Washington County, Virginia.
Deb Icenhour, a native of Buchannan County, Virginia earned both her B.S. and M.S. degrees in Education and Design/Art from Radford University. She attended Appalachian School of Law earning her Juris Doctorate degree in 2000 and she is a member of the Virginia State Bar. Ms. Icenhour was appointed Assistant Town Attorney in 2007 and then Town Attorney in 2009.
